The Role:  The position of Business Controls & Quality (BCQ) Manager forms part of the Content group’s first line of defense and Governance structure.  The team’s focus is on Operational Risk monitoring and improving adherence to Content (Editorial Standards), IOSCO principles, and key controls in the price assessment process.

The Impact: The Manager transforms data into business intelligence by developing and presenting information and insights to stakeholders in the Content leadership team. BCQ take an influencing and proactive ‘within Content’ approach to ensuring that pricing processes and controls are fit for purpose, well designed, understood and adhered to. 

The Team / The Business:  The team conducts analysis related to identifying, assessing, mitigating, and managing operational risk in the business process. The BCQ team work to continuously enhance the business controls environment within price reporting teams.

Your Skills: 6-12 years’ experience in financial services industry within areas of operational risk, business controls, audit or compliance preferred


Responsibilities:

          Operational Risk Management

  • Risk Identification and Escalation. Identify and resolve critical issues with BCQ senior leadership and other senior stakeholders.

  • Able to effectively communicate internal controls framework to internal and external parties

  • Builds effective relationships with other internal business control groups and the second and third lines of defense (such as Legal, Compliance, Enterprise Risk, and Audit).

  • Provides relevant expertise and analysis to stakeholders related to the identification, assessment, control, monitoring, testing and reporting of risks.

  • Operational reviews of assessments, to categorise, to assess adherence to controls and control effectiveness.  To ensure tools are being used in the right way (external spreadsheets).  Identify opportunities for continuous improvement with remediation plans where necessary. 

  • Highlights control breakdowns, inadequate processes, and unexpected events and implements corrective actions in partnership with the Content teams to address process and control deficiencies.

  • Input to the Metrics program book of work, to ensure that the right controls are being measured and reported, with tolerance where appropriate.  Ongoing review of metrics to identify and drive opportunities to remediate and improve controls, and to point out and escalate trends and non/late adherence.  Filter point for what gets escalated to CCO. –

  • Gathers, analyzes, aggregates, and reports on risk data to develop solutions to analytical, implementation, and/or execution issues.

    Project Management

  • Works on regular data and process driven workshops with global senior leadership to assess suitability and effectiveness of controls as business and regulatory environment evolves.  Management of action plans in context of existing Content programs.

  • Works with Senior Management to build a data driven agenda, attendance at the monthly management board meetings to help drive the discussion, escalation, and remediation.  Ensures that minutes and charters are current.

    Process Improvements and Implementation

  • When a control gap/need for improvement arises from a self-identified issue, from an operational event, from a significant business change, or from operational risk reviews and audits, this function understands the end to end and proposes the design for the controls.

  • Support the global and regional business implementation of policies, procedures and controls, including all aspects of the IOSCO regulations, and the implementation of processes to control risks. Determine the need for escalation of any deficiencies.

  • Assesses Content policy completeness and adequacy.  Ownership of regular stakeholder review and approval.  Point of expertise on the controls in the policies.  Input to policy training to ensure controls are correctly represented.


    Supports Compliance review and Audits
  • Supports the resolution of Internal Audit, Compliance, or Risk Management related issues that could impact the confidentiality, availability, or integrity of data or processes.

  • Stays informed of industry best practices and regulations to ensure compliance with all applicable laws, standards, and requirements.

  • Along with ongoing monitoring of IOSCO related controls, acts of point of liaison for external audits, and other audits where necessary.


Qualifications:

 Candidates should have the following skills:

  • Bachelor's degree or equivalent experience required (related field preferred).
  • 6-12 years of financial services industry in areas of operational risk, business controls, audit or compliance experience preferred.
  • Professional verbal and written communication skills and the ability to communicate with discretion and understanding when confidentiality is needed.
  • Must be analytical and possess ability to interpret, apply policies and regulations across the business.
  • Must identify opportunities and take action to build trusting strategic internal and external relationships and networks.
  • Must be approachable, collaborative, and have the ability to influence others through interpersonal skills, thrive in a fast-paced dynamic environment, and be comfortable quickly shifting priorities on short notice.
  • Understands global culture and able to operate in a global team across time zones.
  • Working knowledge of Microsoft Office products required.
  • Ability to work with minimal supervision.
  • Knowledge of the commodities industry (preferred)
  • Six Sigma, Operational Risk qualified (preferred)
