The Role: 
Country Specialist – Local and Regional Government
The Location:

This position will be based in Beijing and will act as a Sector Lead focused primarily on China.

The Team / The Business:

You will belong to the Asia, Pacific and Africa Sovereign and International Public Finance Practice. You will be part of the team responsible for the ratings of over 50 Sovereigns and over 100 local and regional governments and government related entities in the region. With regards to your specific role, you will appreciate that the Chinese debt capital markets are an area of dynamic growth, and China is an important focus area for S&P Global. Our presence in China leverages S&P Global Ratings’ significant global expertise across the full range of asset classes. Our analytical team monitors ongoing developments and trends in the Chinese credit market in order to leverage our insights on China for the work of our global analytical teams. You will work in partnership with other practices on a regular basis. Effective teamwork and thoughtful approach to problem solving are highly valued.

Your analysis and work is essential to the covering of a diverse portfolio of credits, as well as in the training of others to help them resolve difficult day-to-day analytical issues and problems. You will be skilled at dealing with issuers and investors, have strong external engagement and presentation skills and be able to effectively “tell the credit story” in written and verbal form. Your coaching and mentoring skills will be recognized and appreciated by your teams. You will a self-starter and be well organized and efficient in your approach to deadlines and problem-solving. You will have a strong background and interest in the International Public Finance sector and be able to intelligently engage with others on matters of substance in this sector.

Key Responsibilities:

As a Sector Lead, you will support the region in its pursuit of market relevance while using your coaching and mentoring skills to strengthen the analytical ranks. Influencing skills will be important as you work with key global stakeholders in building their understanding of the Asia region. This position involves meeting with issuers and investors on analytical matters, assisting in resolving client needs, contributing to media requirements in conjunction with other senior members of the organization, and taking the lead at external meetings related to credits. Specifically, in this role, the Sector Lead will:

  • Act as an analytical representative of the S&P Global Ratings Team to key stakeholders in the region, including public speaking engagements and relationship management, with an enhanced focus and accountability for external outreach;
  • Interact with investors, issuers, the media and others, as applicable, but also internally across our organization, conduct research and lead critical internal and cross-practice/cross-division projects;
  • Have responsibility for supporting and coaching members of the analytical team, in analytical matters, issuer management and external outreach;
  • Display strong expertise in analyzing complex and fast-evolving situations across practices but with a focus on the public sector
  • Publish timely commentaries, and proficiently write thought leadership pieces. Develop and lead ideas across a broad range of issues for publication in S&P journals and other publications.
  • Model the leadership behaviors and coach and mentor junior staff;
  • Leverage your insights in internal analytical forums, as applicable;
  • Understand and implement S&P’s Policies and Standard Operating Procedures;
  • Take the lead on special projects within the Global Sovereign and International Practice as appropriate

What We're Looking For:

  • Bachelor’s and advanced degree required, plus
  • Minimum 7 years of experience in the financial services sector.
  • Self-motivated individual
  • Excellent time management skills and the ability to stay organized, meet deadlines
  • Strong verbal communication and writing skills
  • Strong analytical and problem-solving skills; ability to think independently and critically
  • Ability to mentor others.
