The Role: Senior Manager, Global Government and Public Policy
The Location: Singapore
The Impact: The position incumbent will be developing thought leadership opportunities via external relationships in order to open new relationship. The individual will also develop strategies that act of political insurance against negative legislative and regulatory outcomes which would impact the company.
What’s in it for you: In this role you will be able to bolster S&P Global’s Government Relations capabilities in the Asia-Pacific region (“APAC”) in order to help direct the company’s outreach and advocacy efforts around its business and corporate interests. At this time the role is primarily focused on carrying out these responsibilities for S&P Global Ratings (“Ratings”). You will be the primary face of S&P Global in public policy circles in Singapore (where the role is to be located) and the broader APAC region (apart from China and Japan), and in this capacity you will have the opportunity to collaborate closely with other colleagues in Public Affairs as well as colleagues in Legal and Regulatory and across the divisions. In addition to monitoring and interacting with the relevant policy-makers and regulatory bodies in Singapore and the broader region, the individual will support work on external and internal communications, working closely with the broader regional Communications team and any external agencies engaged by the company.
Relationship-building – to build relationships at the senior level, both internally and with policy makers, governmental and regulatory bodies, in order to understand and interpret the legislative and regulatory landscape and its impact on S&P Global Ratings and the wider S&P Global businesses in order to drive strategic direction whilst maintaining relevance to the markets
Strategic direction and co-ordination – to shape the future of the company by interpreting the legislative and regulatory initiatives coming out of key APAC policy-makers and making recommendations for S&P Global’s strategic direction based on this information
Advocacy – to utilise existing and new relationships in order to influence decisions in the legislative and regulatory space in the form of input into policy decisions, public speaking and lobbying, as needed
Education and thought leadership – both internally and externally, including at the senior executive level. Anticipate changes in market direction and make strategic recommendations accordingly so that the company is prepared ahead of time for any significant changes
Co-ordination with outside groups – have a clear understanding of how S&P Global’s competitors may be reacting to any changes in the legislative landscape for credit rating agencies and other market participants, as well as staying connected to regulatory bodies in the region. Also, contributing to S&P Global’s involvement in industry associations in the broader region
Helping to manage communications initiatives in Singapore and the broader region, both internal and external, to include generating media coverage, helping to develop journalist relationships and advising senior internal clients as well as some media relations management (handling incoming media enquiries, arranging interviews/briefings and using social media to broaden the company’s impact in Singapore and across the APAC region)
Help provide integrated coverage of the regulatory process, of governmental, political and macro-economic issues and of policy-related and regulatory risks, particularly in relation to regulatory regimes affecting credit rating agencies. Present back to the internal populations so that strategic direction can be set
Help to analyse activities of governments, regulators and supranational organisations in respect of new topics and initiatives in the financial sector materially affecting S&P Global and its divisions
Advise senior management and business divisions on emerging political and regulatory developments and managing the firm’s interactions with local and regional policy-makers and industry associations. Maintain close contact with internal Legal and Regulatory colleagues to ensure internal alignment
Participate on work to develop S&P Global position and strategy papers on a broad spectrum of political and regulatory issues and topics in Singapore and the broader region
Help arrange media roundtables on high profile topics: identify opportunities to organise media roundtables and one-on-ones with sector analysts on high profile topics
Provide support for executive visits to Singapore and elsewhere in the region
Develop and lead advocacy on priority issues and engage leadership on public policy/regulatory advocacy efforts
Identify at an early stage, quantify and prioritise emerging policies, regulations and legislation that will affect the business and ensure business awareness of the potential risks and benefits. Engage with government officials and other relevant external stakeholders, at all appropriate levels, to enhance their understanding of S&P Global’s business divisions, its products, services and positions and promote policies which enhance and protect S&P Global’s products and services
Participate in industry association meetings and drive activity on priority issues
Proactively engage external stakeholders in the region to enhance their understanding of S&P Global and its core policy agenda
What we’re looking for:
Ability to interact effectively with a wide range of internal and external stakeholders with a proven track record of providing advice to senior-level clients
Good knowledge of the financial services industry and its institutional and regulatory environment with a particular focus on ASEAN countries and an understanding of the policy-making institutions and financial services regulatory bodies
Detailed knowledge of policymaking in Southeast Asian governments in one or more of the following areas would be considered advantageous: bank capital and liquidity, bank recovery and resolution, derivatives reform, securities trading and transparency, asset management, credit rating agencies, benchmarks, energy policy
Excellent analytical, written and verbal communication and drafting skills
Fluency in English required, local language capabilities also desirable
Experience of working in a communications function (preferably in financial services) either in-house or for an agency advantageous
Advanced degree in economics, finance or law advantageous
High degree of willingness to work as part of a team and take on new challenges, a self-starter with the ability to prioritise and manage time effectively
Excellent administrative and organisational skills
Demonstrated ability to develop and execute comprehensive strategies to lead and shape complex legislative or regulatory policy matters in APAC markets
Successful experience working on international government affairs and industry-related issues, ideally in roles in both government and the private sector
Demonstrated strategic thinking, including proven ability to prioritize, balance, and meet conflicting demands in a fast-paced environment
Commitment to conducting S&P Global’s business affairs with the highest integrity, including strict adherence to applicable laws and S&P Global values
Ability to coordinate complex outreach program on behalf of S&P Global and its individual businesses
Ability to initiate activities, prepare and deliver complex messages and communicate them internally and externally
Identify opportunities and make judgement calls on which engagements to undertake
